Bump ubuntu runners to 26.04 except tools.yml SOF-alsa-plugin.
There is a problem with cmake:
> CMake Warning at modules/ov_noise_suppression/CMakeLists.txt:4 (find_package):
By not providing "FindOpenVINO.cmake" in CMAKE_MODULE_PATH this project has
asked CMake to find a package configuration file provided by "OpenVINO",
but CMake did not find one.
Could not find a package configuration file provided by "OpenVINO" with any
of the following names:
OpenVINO.cps
openvino.cps
OpenVINOConfig.cmake
openvino-config.cmake
Installation of the Openvino fails so there is a need to leave ubuntu
24.04 on this one until resolved.
