Fleet Links ASP.NET version

This is the orginal version of fleet links.  It is no longer being
activly worked on.

What's with the Fleet table?

I had some different ideas on how fleet deletion should work.  The
DeletePassword and IsDeleted columns are no longer needed, but I have
not gotten around to removing them.
