Add Django

If you're adding a project to the Python 3 statement, please ensure you have:

• Discussed dropping Python 2 support with all maintainers

Not personally, but they've already decided to drop it:

The Django last version to support Python 2.7 is Django 1.11 LTS, which reaches end of extended support in April 2020.

Not personally, but someone asked on the the Django issue tracker and felixxm, a Django Fellow and Core Team Member closed it saying:

Thanks for the report, however it's not an issue in Django. Feel-free to create PR in the ​python3statement and add Django to it. Django 1.11 supports Python 2.7 and it will be supported until April 2020.

We do not add people to this list who haven't signed it. Django has declined to sign it.

I'll reopen this for now, because we're open to the Django maintainers changing their minds about signing it - the fact that they've chosen not to in the past doesn't mean they can never do so.

It looks like @hugovk got some hint that they might be OK with having Django on the list. But I'd like some more positive indication that there's a consensus among the Django maintainers before we add it.

I don't think we declined anything 🤔 As I answered in our issue tracker you can feel-free to add Django to the ​python3statement.
