Otherwise the variable is not present in the container:

 /work/ci-automation/garbage_collect_cloud.sh: line 28: ORACLECLOUD_TENANCY: unbound variable

Ensures OCI garbage collection inside the mantle container receives the required ORACLECLOUD_* credentials from the host environment, fixing failures like ORACLECLOUD_TENANCY: unbound variable during garbage_collect_cloud.sh.
